Ok so I'm Not very good at this kind of thing but thought I would play along. Here is the original Photo.

In Corel PaintShop ProPhotoX2 I smoothed his skin and used the Makeover tool to remove the dirt, brighten his eyes, and make his teeth and eyes whiter. I used the burn tool to burn the edges of his eyes and then selected his eyes and inverted my selection to select everything in the photo except his eyes. Then I changed what I had selected to black and white. I also adjusted the brightness a little and cropped it.

I love your edit! The black and white with the blue eyes! Im new to the whole editing thing so im really unsure on how to do it...but i tired :) I like yours a lot tho!
